Clinton County Community Action Program offers four ways to help with your energy costs. You may qualify for more than one. Not sure where to start? Call us and we'll help you find the right program.
The four programs
Home Energy Assistance Program (HEAP)
A once-a-year benefit that helps pay your main heating bill. The credit is applied straight to your utility account. Apply anytime from fall through spring.
Winter Crisis Program
Emergency help from November through March if your heat is off, about to be shut off, or you're nearly out of bulk fuel like propane or fuel oil. Same-day appointments when we can.
Summer Crisis Program
Runs July through September. Helps with your electric bill or the cost of an air conditioner or fan if someone in your home has a medical need for cooling.
Percentage of Income Payment Plan Plus (PIPP)
A year-round plan that sets your monthly gas and electric payment at a percentage of your household income, so your bill stays affordable and predictable.
Am I eligible?
Most programs are open to households at or below 175% of the federal poverty guidelines. As a general guide for the current season:
- Household of 1: about $27,000 a year or less
- Household of 2: about $36,000 a year or less
- Household of 4: about $54,000 a year or less

What to bring to your appointment
- Photo ID for every adult in the home
- Social Security cards or numbers for everyone in the household
- Proof of income for the last 30 days (pay stubs, benefit letters)
- Your most recent heating and electric bills
- A shutoff or disconnection notice, if you have one
How to apply
- 1Call to book an appointment. Dial 937-382-8365. If it's a shutoff emergency, tell us — we'll prioritize you.
- 2Gather your documents using the checklist above.
- 3Meet with a caseworker in person at our office. It usually takes under an hour.
- 4We apply the benefit to your account and tell you what happens next.
